New Training Requirements For Unmanned Aircraft Operations

New training requirements further enhances safe unmanned aircraft operations in Singapore

            As part of CAAS’ continuous efforts to ensure safe and responsible UA operations in Singapore, certain unmanned aircraft (UA) users will need to hold either a UA Basic Training Certificate (UABTC) or a UA Pilot Licence (UAPL) from 1 February 2021. This is in addition to the mandatory UA registration, as well as getting the requisite operating permits before flying UA in Singapore.    

2          UA users can now apply to obtain a UABTC or a UAPL. Please refer to the Annex  for details on UABTC and UAPL.

3          From 1 February 2021, any person who does not obtain a UABTC or a UAPL as required is liable upon conviction to a fine not exceeding $50,000 or to imprisonment not exceeding 2 years, or to both, for the first offence. The penalty for a second or subsequent offence is increased to a fine not exceeding $100,000 or imprisonment not exceeding 5 years, or to both. Any person who does not produce a UABTC, UAPL, activity or operator permit during a verification check by a CAAS enforcement officer is liable upon conviction to a fine not exceeding $20,000 for the first offence, and a fine not exceeding $40,000 or to imprisonment not exceeding 15 months, or to both, for the second or subsequent offence.
