Foreign Air Operators flying into Singapore for hire / reward are required to apply and obtain prior approval from the Civil Aviation Authority of Singapore (CAAS), in the form of Operations Permit and Air Transport Permit.
How to Apply for Operations Permit and Air Transport Permit?
Applications for Operations Permit and Air Transport Permit will only be accepted through the Air Transport Licensing and Administration System (ATLAS).
The registration process for access to ATLAS is as follows:
Step One - Registration of Companies – Airlines and / or Appointed Agencies
All airlines and / or appointed agencies are required to complete the relevant Annexes (Air Transport Licensing and Administration System - ATLAS - 9/13), and email it to the AT Administrator (firstname.lastname@example.org or email@example.com).
Airlines and / or appointed agencies must be registered in the ATLAS, before their officers can apply for individual account to access the system.
Step Two - Registration of Users
Officers from airlines and / or appointed agencies which have been registered in the ATLAS may apply for an individual account to access the system. Please go to URL: http://www.caas.gov.sg/atlas, click on the “User Registration” link and proceed to complete the requested information and submit for approval.
Once the ATLAS Administrator has approved the account, users will receive the login credentials via the registered email addresses furnished, and can submit the application through ATLAS. The supporting documents and the lead time required for the various permits are listed in the Aeronautical Information Publication (Entry, Transit and Departure of Aircraft - Gen 1.2) and Advisory Circular AC FOS-1.
