CAAS and ATMB/CAAC Collaborate to Enhance Air Traffic Management Capabilities

            The Civil Aviation Authority of Singapore (CAAS) and the Air Traffic Management Bureau of the Civil Aviation Administration of China (ATMB/CAAC) have signed a Memorandum of Understanding (MOU) to collaborate across a wide range of Air Traffic Management (ATM)-related areas. The MOU was signed between Mr Kevin Shum, Director-General of CAAS, and Mr Che Jinjun, Director-General of ATMB/CAAC.  

2.         Under the MOU, CAAS and ATMB/CAAC aim to deliver tangible benefits and desired outcomes towards ATM modernisation and fulfil the International Civil Aviation Organization (ICAO)’s Global Air Navigation Plan. Both parties also seek to develop new ATM concepts, solutions and technologies to progress ATM capabilities bilaterally and regionally. They will also collaborate in areas to enhance air traffic flow management, aviation safety standards, aviation training and/or aviation performance.

3.         To drive the realisation of seamless air navigation services in the Asia Pacific region, the collaboration will work together alongside other partners such as the ICAO and the Civil Air Navigation Services Organisation (CANSO).

4.         Both parties will leverage each other’s strengths and experiences to hasten the learning curve, and address the challenges and long-term implications that the COVID-19 “new normal” has had on ATM developmental capabilities.

5.         Mr Kevin Shum, Director-General of CAAS said, “This is the first MOU concluded between ATMB and an air navigation service provider (ANSP) in Southeast Asia. It marks a significant milestone in aviation collaboration. It is testament to the strong partnership between our two organisations. Cooperation among ANSPs is even more important now as we navigate the challenges of COVID-19. CAAS remains committed to play a key role in advancing ATM and ensuring harmonisation in ATM development.”

6.         Mr Che Jinjun, Director-General of ATMB/CAAC said, “We are committed to strengthening our partnership with Singapore despite the challenges presented by the COVID-19 pandemic. This MOU marks a significant beginning in our long-term cooperative partnership to drive the rapid regional and global recovery of the ATM industry in the new normal.”
