CAAS Launches Scheme to Enhance Productivity in Aviation
The Process Innovation Challenge launched at “Productivity in Aviation” seminar
The Civil Aviation Authority of Singapore (CAAS) has launched the Process Innovation Challenge (PIC) to promote a culture of continuous process improvement in the aviation sector to enhance productivity. S$500,000 has been set aside for this programme which seeks to encourage companies to carry out manageable "quick-win" projects, targeting either job redesign or process improvement, to raise worker productivity in the sector. The programme will also facilitate intra-industry learning and accelerate the adoption of good ideas across the aviation sector. The PIC is another initiative under the Aviation Partnership Programme (APP), which aims to enhance the productivity, effectiveness and competitiveness of the aviation industry through industry-wide initiatives developed by CAAS in partnership with the industry.
The PIC is structured as a competition-based incentive scheme open to all Singapore-based companies. CAAS will provide funding of $50,000 or 50% of the total project cost, whichever is lower, to the top ten companies selected. The companies selected must commence and complete their projects within six months.
Mr Yap Ong Heng, Director-General of CAAS, said, "Aviation companies compete on the global stage and higher productivity is essential to enhance their competitiveness. In line with the national effort, CAAS will do its part to spur greater productivity in the aviation industry, and the competition-based Process Innovation Challenge (PIC) launched by CAAS is one platform to achieve this. Process improvements, job redesign and similar innovations will help companies and the industry to optimise the use of manpower and be more efficient in delivering their products and services."
The PIC was announced today at the inaugural Productivity in Aviation seminar held at the Singapore Aviation Academy. This seminar is part of a four-part series organised by the CAAS to raise awareness of productivity in the aviation sector.
The PIC will run from March 2011 till December 2011. The top ten PIC projects will be showcased at a Productivity in Aviation Seminar to be held in early 2012. More details of the Challenge can be found at www.caas.gov.sg.

About the Aviation Partnership Programme
The Aviation Partnership Programme (APP) has a budget of S$25 million for the period from 1 April 2010 to 31 March 2015.
The APP aims to drive the adoption of industry-level standards or processes that help to enhance overall productivity, effectiveness and competitiveness.
APP initiatives will be identified and developed by CAAS in partnership with the industry for adoption industry-wide to the extent possible.
About the Aviation Development Fund
The Aviation Development Fund (ADF) was set up by the Civil Aviation Authority of Singapore (CAAS) with a budget of S$100 million over a 5-year period from 1 April 2010 to 31 March 2015. The ADF aims to accelerate further development and growth of the aviation industry in Singapore, and ensure its continued relevance and competitiveness globally. It supports CAAS’ industry development goals through a set of incentives built around the three thrusts of Enabling Enterprise, Enabling Ideas and Enabling People.
