To provide our Air Operator Certificate (AOC) holders flexibility in rostering their Pilots-in-command (PICs), an exemption from Regulation 133(2) of the ANR-121 has been granted. Regulation 133(2) of the ANR-121 stipulates that a PIC is required to have conducted at least one (1) takeoff and one (1) landing within the preceding 35 days before his flight.
This exemption is applicable from 1 May 2020 to 31 December 2020. During this period, an AOC holder may roster a PIC who had conducted at least one (1) takeoff and one (1) landing within the preceding 45 days for PIC duty. To exercise this privilege, the AOC holder is required to put in place appropriate risk mitigation measures.
AOC holders are also allowed to update their approved competency and training programmes to cater for alternate means to comply with competency and training requirements.
AOC holders may wish to contact your Principal Operations Inspectors or Principal Cabin Safety Inspectors for further clarifications.
Please refer to ICAO’s website for a list of exemptions and alleviations by States under the context of COVID-19.
