Letter of Acceptance of Type Certificate for Aircraft Design

What is a Letter of Acceptance of Type Certificate (LOATC)
Before an aircraft can be registered in Singapore and issued with a Certificate of Airworthiness, CAAS must first review and accept the aircraft's design, including its associated engines or propellers.
Design acceptance is achieved through an application to CAAS for the LOATC for the aircraft and its associated engines or propellers.
The LOATC is required only for the first entry of that aircraft, engine or propeller type on the Singapore aircraft register.
CAAS does not issue Type Certificates as it is not a State of Design.
Mutual recognition
CAAS has established bilateral agreements with other Civil Aviation Authorities on the processing of LOATC.
Application process
Who can apply
The holder of the Type Certificate issued for the aircraft, engines or propellers can apply.
How to qualify
The aircraft must have a valid Type Certificate issued by the aviation authority of the State that certified the aircraft design (Certifying Authority), and comply with the applicable airworthiness design standards specified in the Singapore Airworthiness Requirements Part 21 (SAR-21).

When to apply
Applications should be made once it is confirmed that an aircraft type will be registered in Singapore for the first time and operated by a Singapore operator.

How to apply

Phase 1: Pre-application
Notify CAAS of your intention to apply for a LOATC.
Meet with CAAS, if needed, to better understand the process.
Phase 2: Formal application
Submit your application on eSOMS. The required documents are listed in SAR-21 Acceptable Means of Compliance 21.110 and AC 21-6 Guidance on the application of a CAAS Letter of Acceptance of Type Certificate, which includes:
a letter of intent from a Singapore air operator
information on the aircraft and its associated engine or propeller
information on the relevant Certifying Authority
details of the applicable certification basis
Phase 3: Document evaluation
CAAS reviews your application and documents to ensure compliance to the requirements.
During this phase, CAAS may request clarifications on the submitted documents.
Phase 4: Demonstration and inspection
Typically, a technical familiarisation exercise is conducted at your facility where you and CAAS go through the following in detail:
system design and architecture
certification basis
means of compliance
Phase 5: Certification
CAAS will send you an invoice for all fees associated with processing your application.
CAAS will issue the LOATC after confirming compliance with all requirements and receiving payment.

What is the validity period
The LOATC remains valid until revoked by CAAS.
If there are significant changes to the aircraft, engine or propeller design, which will be incorporated on the aircraft that is to be registered in Singapore and issued with the Certificate of Airworthiness, contact CAAS to update the LOATC.
