Permit to Carry Dangerous Goods

Any air operator intending to transport Dangerous Goods as cargo to or from Singapore must obtain the necessary permits from CAAS prior its carriage by air.

The permit requirement applies to:

  1. All civil aircraft flying to and from the Republic of Singapore; and
  2. To Singapore-registered aircraft wherever they may be.

Permit applications must also be made at least 7 days prior to the intended date of carriage.

Application Procedures

Dangerous Goods (DG) Permit

Types of Permit Application Procedure Application Fees Renewal of Permits
(i) Ad-hoc Permit - Issued for carriage of Dangerous Goods for a single return flight.

Submit the:

  • Air Waybill,
  • Dangerous Goods Transport Document #;
  • Commercial Invoice
  • Import/Export Licence; and
  • CAAS(FO) 177
at least 7 days before the intended date of carriage to Flight Standards (FS) Division, CAAS.
$50 NIL
(ii) Block Permit - Issued for carriage of Dangerous Goods for more than 10 return flights over 6 months. Submit your application through eSOMS no later than 7 days before the date of shipment. $600 Submit your application through eSOMS 7 days prior to its expiry.

# Agents and qualified persons acting on behalf of the shipper can sign the Dangerous Goods Transport Document (also known as the Shipper’s Declaration for Dangerous Goods) if he/she is undertaking part or all of the shipper’s responsibilities as specified in the ICAO’s Technical Instructions.

To ensure that Dangerous Goods are safely transported and the conditions* of the permit are complied with, all Dangerous Goods Block Permit Holders are required to submit a monthly summary report on the carriage of Dangerous Goods consignments using the prescribed form (included within the permit application form).

* As stated under ICAO Annex 18 on the Safe Transport of Dangerous Goods by Air and the latest edition of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air).
