Empowering Minds to Advance Aviation

Established in 1958, the Singapore Aviation Academy (SAA) is the internationally-recognised training arm of the Civil Aviation Authority of Singapore, which offers a wide range of operational and management programmes, all of which are aligned to ICAO's standards and best practices to meet the training needs of the global aviation community.

As an ICAO TRAINAIR PLUS Full Member, SAA is one of the first few training centres to be designated an ICAO Regional Training Centre of Excellence. SAA is also endorsed as an ICAO Government Safety Inspector Training Centre and ICAO Aviation Security Training Centre.

Since its inception, SAA has trained over 110,000 participants from 200 countries and territories. Working with reputable aviation organisations and academic institutions worldwide, SAA offers a comprehensive breadth of training in various disciplines through its four schools - School of Aviation Management, School of Aviation Safety & Security, School of Air Traffic Services, and School of Airport Emergency Services.

The four specialised schools are as follows:

The School of Aviation Management provides strategic management programmes to keep mid to top-level executives updated on global trends and developments in specialised fields ranging from airport management and engineering to air law and air transport. It also offers undergraduate and graduate programmes in various aviation and air transport management disciplines in collaboration with reputable institutes of higher learning.

The School of Aviation Safety & Security  conducts a wide spectrum of specialised programmes on safety management, safety oversight, surveillance and auditing, accident and incident investigation as well as aviation security. They are designed to equip aviation personnel and practitioners with the knowledge and skills to perform their roles and responsibilities effectively and professionally in line with international standards and best practices.

The School of Air Traffic Services offers a wide range of courses in air traffic control operations, management and specialised subjects suitable for controllers, airspace planners and air traffic managers. Training is supported by a suite of customised state-of-the-art equipment, simulating real-life environments. Best practices in air traffic management, safety audits and human factors are shared through its management programmes while specialised programmes include PANS-OPS instrument procedures design.

The School of Airport Emergency Services specialises in aircraft rescue, fire protection and emergency management, airports industrial fire safety for civil and military airports. Participants are given first-hand experience in handling emergencies using advanced fire training simulators, learning from instructors who are all practising fire-fighting and rescue professionals.

In addition to regular programmes, customised training programmes are also developed to meet specific training requirements in various aspects of planning, operations, and management.


SAA’s purpose-built training complex is designed to provide an ambience of comfort and tranquility conducive for learning. This training complex is equipped with a comprehensive range of facilities, including sophisticated audio-visual aids, customised training and conference facilities, and realistic training simulators to meet immediate and long-term national and international training requirements.


To enhance SAA’s programme offerings, SAA forges alliances with reputable aviation organisations and institutions worldwide through collaborations on the development of new joint programmes and exchange of technical expertise and resources.

Training Fellowships for Developing Countries

SAA also works closely with the Singapore Government and international funding agencies to secure training fellowships for developing countries. Through joint efforts with sponsoring agencies, fellowships have been granted to promote human resource development.
