About us
The Civil Aviation Authority of Singapore (CAAS) is a Statutory Board under the Ministry of Transport. Today, CAAS performs three key roles.
Air Navigation Service Provider
We provide air navigation services for the Singapore Flight Information Region, supporting safe and efficient air traffic control operations. As a Air Navigation Service Provider, we develop and maintain critical air navigation services systems and deliver services that underpin end‑to‑end air traffic operations. To support strong on‑time performance, we put in place the necessary operational and performance levers, while building next‑generation capabilities across people, systems and methods. This includes continued investment in innovation to enhance performance and resilience.
Regulator
We develop and implement regulatory frameworks aligned with ICAO Standards and Recommended Practices and national requirements, conduct safety oversight, and identify and mitigate state‑level risks, while promoting a strong industry safety culture and right‑sized regulatory practices. We also oversee pricing and competition frameworks for Changi and Seletar Airports to ensure airport charges remain competitive and market conduct is fair. We also establish service standards for Changi Airport, oversee airport service performance and critical systems availability, and regularly review regulatory frameworks and standards to ensure continued relevance, to support an efficient and enjoyable airport experience that keeps Changi Airport competitive as a leading global air hub.
Industry developer
We provide strategic leadership to shape the development of Singapore’s aviation sector, translating policy directions into long‑term plans and aligning ecosystem priorities. Our role includes enabling the aviation ecosystem, safeguarding and overseeing airport infrastructure development, and supporting network connectivity development to meet Singapore’s strategic and economic needs. We guide airport development, encourage technology and innovation adoption, and support sector‑wide manpower planning and skills development. Working closely with partners, we strengthen security and facilitation outcomes while ensuring compliance with international standards. Through international engagement and industry collaboration, we advance Singapore’s position as a global aviation hub.
