Electronic Licensing Medical Records System (ELMeRS)
ELMeRS is an eService portal that manages the entire aviation medical certification process. As a licence applicant, you can apply for your Aviation Medical Certificate (AMC), schedule your Licensing Medical Examination or Aeromedical Review, review the operational provisions listed on your AMC, or submit a notification of Decreased Medical Fitness (DMF) via ELMeRS.
Access ELMeRS
How do I access ELMeRS?
Sign up for a user account through the ELMeRS portal. If you have a Singapore NRIC or FIN, your account will connect to SingPass. Otherwise, you can sign up using your email address, but will have to log in at least once every 90 days to keep your account active.
What are the services on ELMeRS?
You can use ELMeRS to:
apply for an Aviation Medical Certificate (AMC)
submit a notification of Decreased Medical Fitness (DMF)
track the progress of your applications and reviews
view medical provisos and additional requirements in your licence
view your Personal Health Appraisal Reports
view documents and reports submitted by you for your Licensing Medical Examinations and Aeromedical Reviews
It takes about 30–45 minutes to complete an application for an AMC.
How do I update my personal details in ELMeRS?
Log in to your ELMeRS account and go to the ‘Personal Profile’ tab to update your details.
To update your passport or FIN number, submit a request using the link on your ‘Personal Profile’ page, together with the relevant supporting documents.
What should I do if I encounter system errors when using ELMeRS?
Please try again after clearing your browser cache. This resolves the issue in most cases.
You can also try logging in to ELMeRS using a desktop computer or laptop instead of a mobile phone or tablet.

My ELMeRS account is locked, how do I unlock it?
Submit an ‘Account Unlock’ request at the login page in ELMeRS.
Please allow up to 3 working days for processing of account unlock requests.
I cannot submit my licence application on CAPELS due to an incorrect AMC expiry date, what should I do?
