As the En-route Monitoring Agency (EMA) for the South China Sea region, the Southeast Asia Safety Monitoring Agency (SEASMA) provides airspace safety assessment and monitoring services to support the introduction and continued safe use of en-route horizontal-plane separation minima.
Establishment of SEASMA
SEASMA was established by CAAS in 2007. This establishment was approved by the Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) of the International Civil Aviation Organization (ICAO).
Roles and responsibilities of SEASMA
SEASMA provides airspace safety assessment and monitoring services for the following Flight Information Regions (FIR):

Responsibilities of States and Air Navigation Service Providers
SEASMA relies on data, reports, and the cooperation of participating States and Air Navigation Service Providers overseeing their respective FIRs.
For implementing performance-based horizontal separation minima, they are responsible for:
Designating a primary point of contact to address queries related to horizontal separation monitoring.
Ensuring timely submission of new and withdrawn Performance-based Navigation (PBN) approvals.
Conducting monthly reporting and investigation of navigation errors, including both lateral and longitudinal deviations.
Coordinating with other EMAs to facilitate the exchange of operational data, PBN approvals, and navigation error reports.
Collecting annual traffic sample data to support comprehensive analyses, including risk modelling and separation reduction analysis.
