Maintenance training organisation
Learn about becoming an approved Maintenance Training Organisation to conduct Aircraft Maintenance Licence training and Aircraft Type Rating courses.
Approved Maintenance Training Organisations (MTOs) provide a structured and comprehensive training curriculum designed to meet the regulatory requirements for aircraft maintenance licensing.
Who must apply for approval
An organisation will need to hold a SAR Part 147 MTO Approval if it intends to carry out training for:
SAR Part 66 AML category training
Aircraft Type Rating training course for SAR 66 AML endorsements
Without a SAR Part 147 MTO approval, training conducted by an organisation will not be recognised for the purpose of meeting SAR Part 66 requirements.
This includes training to obtain:
an AML, including qualifying for reduced maintenance experience; and
the first aircraft type rating endorsement in the AML.
For subsequent aircraft type ratings, training may be accepted under certain conditions, as set out in Advisory Circular AC 66-12 Acceptable Type Training Conducted By Organisations Not Holding SAR-147 Approval for Type Rating Endorsement on an Aircraft Maintenance Licence.
Application process
How to qualify
You will need to demonstrate compliance with the Singapore Airworthiness Requirements (SAR) Part 147.
When to apply
You should engage CAAS for a pre-application meeting to assess your readiness before you submit the application.
What are the fees
The fees payable, e.g. application fees, are stated in the Air Navigation Order (ANO) Twelfth Schedule.
What is the processing time
Contact CAAS well in advance to discuss your Maintenance Training Organisation application.

How to apply
Phase 1: Pre-application
Contact the Personnel Licensing, Flight Standards Division to set up a pre-application meeting. During the meeting, an officer will be assigned to walk you through the process.
There may be more than one meeting during the pre-application phase. You will be advised to submit your application together with the required documents and fees on eSOMS once you are assessed to be ready.
Phase 2: Formal application
Fill in and submit your application on eSOMS together with the required documents.
proof of business registration / certificate of incorporation
a copy of the Maintenance Training Organisation Exposition (MTOE) including a list of post holders and qualified personnel
a compliance matrix mapping out the references in the MTOE that correspond to each requirement of SAR-147 as applicable
proposed scope of training
Note: The application process will only start once the complete set of documents is received.
Phase 3: Document evaluation
CAAS reviews your application documents to ensure that your processes and procedures comply with SAR Part 147.
Phase 4: Demonstration and inspection
CAAS will conduct audits at your facilities to verify that you have the required staff, resources and processes.
Phase 5: Certification
You will receive your SAR Part 147 MTO Approval when CAAS has verified that you comply with SAR Part 147 requirements and upon successful completion of payment.
After approval, CAAS conducts regular inspections to ensure approval holders continue to meet safety and regulatory standards.

What is the validity period
The approval is valid for one year.
You may apply for renewal up to three months before it expires. CAAS will conduct an audit before renewing the approval.

allow CAAS access to inspect or audit your MTO
