CAAS and Shanghai Jiao Tong University to Collaborate on Aviation Training and Education

On 31 July 2026, the Civil Aviation Authority of Singapore (CAAS) and Shanghai Jiao Tong University (SJTU), one of China’s leading universities, signed a Memorandum of Understanding (MOU) to strengthen collaboration in aviation training and education. The partnership will deepen Singapore-China cooperation in aviation training and help build a strong pipeline of aviation professionals and leaders to steer the sector’s continued growth.
2 The MOU was signed by Mr Alan Foo, 1 Deputy Director-General of CAAS, and Dr Sang Dawei, Deputy Dean of Antai College of Economics and Management (ACEM), SJTU, in Singapore. Under the MOU, CAAS and SJTU will establish a framework for cooperation in civil aviation training and capacity-building through joint programmes, academic exchanges and executive education initiatives.
3 As an initial area of cooperation, the Singapore Aviation Academy (SAA), the training arm of CAAS, and ACEM, the business school of SJTU, will partner in the delivery of a new Masters programme in Intelligent Civil Aviation Management organised by the Institute of International Civil Aviation, a department of ACEM. Scheduled to launch in 2027, the Masters programme will bring together SAA’s practitioner-led training approach with SJTU’s academic strengths to equip aspiring and early-career aviation professionals from the Asia Pacific region with the multidisciplinary skills and knowledge needed to navigate an increasingly complex and interconnected air transport system. The programme will cover modules in aviation management, policy formulation and safety regulation.
4 Mr Alan Foo, 1 Deputy Director-General, CAAS, said, “This MOU reflects the longstanding and growing cooperation between Singapore and China in civil aviation. Through this partnership with Shanghai Jiao Tong University, CAAS looks forward to deepening our collaboration in aviation training and education and contributing our experience and expertise to support the development of future aviation leaders in the Asia Pacific region.”
5 Dr Sang Dawei, Deputy Dean of ACEM, SJTU, said, “We highly recognise CAAS’ world-class aviation governance experience and advanced training systems. This cooperation will help Shanghai Jiao Tong University deepen its international partnerships, innovate talent training models in the civil aviation sector, advance interdisciplinary integration, and jointly cultivate a new generation of civil aviation management professionals.”
