Singapore and Kazakhstan Elevate Technical Cooperation in Civil Aviation
31 October 2026
The Civil Aviation Authority of Singapore (CAAS) and the Aviation Administration of Kazakhstan JSC (AAK) signed a Statement of Intent (SOI) on 29 October 2026 to elevate technical cooperation in civil aviation, to support growing ties and enhance the flow of people and goods between the two countries and regions. The SOI was signed by Mr Han Kok Juan, Director-General of CAAS, and Mr Michael Daniel, Chief Executive Officer of AAK on the side of AAK’s visit to Singapore.
2 Singapore and Kazakhstan are important aviation hubs in Southeast Asia and Central Asia respectively and air traffic between the two regions has grown significantly in recent years. Under the SOI, CAAS and AAK will seek to establish a forward-looking and strategic partnership, covering key areas of civil aviation oversight, including aviation safety and security, aviation sustainability, innovation and emerging technologies, and aviation training and manpower development. The SOI significantly expands the scope of cooperation beyond delivering aviation training programmes in Kazakhstan under the current Training Cooperation Agreement signed in 2024.
3 CAAS and AAK will work towards formalising this broader cooperation through a new Memorandum of Understanding (MOU) to be signed in the first half of 2027 during CAAS’s visit to Kazakhstan. The MOU will institutionalise a high-level over-arching platform for civil aviation technical cooperation between Singapore and Kazakhstan, including an annual meeting, co-chaired by the Director-General of CAAS and the Chief Executive Officer of AAK. The annual meeting, to alternate between Singapore and Kazakhstan, will review progress and identify opportunities for further cooperation.
4 Mr Han Kok Juan, Director-General of CAAS, said, “The signing of this Statement of Intent is a testament to the shared commitment of the two civil aviation authorities to deepen cooperation, to bring our two countries and regions closer together, enhance people and business flows and create new economic opportunities. We look forward to the setting up of a formal structure of annual meetings which will allow our two aviation sectors to advance partnership on a sustained basis.”
5 Mr Michael Daniel, Chief Executive Officer of AAK, said, “Strengthening our cooperation with CAAS is an important step towards further enhancing the professional expertise of our aviation specialists. We see significant value in exchanging experience and best practices in risk-based oversight, aviation safety and security, as well as inspector training. We look forward to building on our existing partnership with CAAS, expanding opportunities for specialised training and professional development, and fostering closer cooperation in support of safe, efficient and sustainable civil aviation in Kazakhstan.”
