Singapore Takes First Step To Open Up Entry To Visitors From Brunei Darussalam And New Zealand With Air Travel Pass

         From 1 September 2020, 1200hrs (Singapore time), visitors[1] from Brunei Darussalam and New Zealand can apply for an Air Travel Pass (ATP) for entry into Singapore on or after 8 September 2020. They can apply for the single-entry ATP at no charge at https://safetravel.ica.gov.sg, and must do so between seven and thirty calendar days prior to their intended date of entry into Singapore.

2         On 21 August 2020, the Multi-Ministry Taskforce announced that Singapore will lift its border restrictions to allow visitors from Brunei Darussalam and New Zealand to enter Singapore and be subject to a COVID-19 test upon arrival in lieu of a Stay-Home Notice (SHN). This is a first step towards the revival of the Singapore air hub in a safe way while minimising risks to public health.  

Safeguards to Protect Public Health in Singapore
3         The ATP will allow visitors to be contacted if there are changes to Singapore’s health and border measures, and help manage the number of incoming visitors.

4         To protect public health in Singapore, ATP applicants must comply with the following conditions of travel:

(i) Travel History – They must have spent the last 14 consecutive days in Brunei Darussalam or New Zealand before departing for Singapore. All visitors must travel from these countries to Singapore on direct flights without transit.

(ii) Post-Arrival COVID-19 Testing – Upon arrival in Singapore, visitors must undergo a COVID-19 Polymerase Chain Reaction (PCR) test at the airport[2], in lieu of a SHN. The test results will be out within 48 hours. After taking the COVID-19 PCR test, visitors are to take private transportation, taxi, or private hire car from the airport to their declared place of accommodation[3]. They must remain isolated at the accommodation until the test result is confirmed to be negative. After being notified of their negative test results, visitors will be allowed to go about their activities in Singapore.

(iii) Contact Tracing – To facilitate the contact tracing process, visitors must download the TraceTogether app[4] on their mobile devices and keep it activated during their stay here. They are advised to download the app prior to departing for Singapore. In addition, they must not delete the TraceTogether app for 14 consecutive days after leaving Singapore. Should they subsequently test positive for COVID-19 within 14 days after leaving Singapore, they will be required to upload data in the app upon request by the Singapore Ministry of Health.

(iv) Medical Costs – Visitors must be responsible for their medical bills should they require medical treatment for COVID-19 while in Singapore.

Constant Vigilance to Limit Importation of Cases
5         The safety and well-being of passengers, air crew and airport staff, and public health in Singapore remain a key priority. Given the evolving nature of the COVID-19 pandemic, the relevant authorities in Singapore may introduce new measures or requirements as and when necessary to safeguard public health. This may result in changes to the conditions or cancellation of the ATP at short notice. Applicants will be notified of any such changes or cancellation of their ATP.

Annex – Frequently Asked Questions

[1] Visitors refer to foreign travellers who are not Singapore Citizens, Singapore Permanent Residents or Singapore Long-Term Pass Holders. Singapore Citizens, Singapore Permanent Residents and Singapore Long-Term Pass Holders travelling to Singapore from Brunei Darussalam and New Zealand are not required to apply for an ATP. However, Long-Term Pass holders will still have to seek entry approval from the relevant Singapore Government agencies before travel to Singapore.
