Maintenance, Repair and Overhaul Approval
Learn about the approval required to provide maintenance, repair or overhaul services for Singapore-registered aircraft.
Who can apply
Maintenance, repair and overhaul (MRO) companies that intend to work on Singapore-registered aircraft or their components can apply for approval.
Application process
How to qualify
You must meet the requirements under Singapore Airworthiness Requirements Part 145 (SAR-145) Approved Maintenance Organisations (AMOs).
SAR-145 sets out the standards that MRO companies must achieve and maintain to carry out maintenance work on a Singapore-registered aircraft, or components fitted on a Singapore-registered aircraft.
AMOs based outside of Singapore
AMOs based outside Singapore from partner territories may maintain Singapore-registered aircraft under a bilateral arrangement, such as a Technical Arrangement for Maintenance (TA-M).
Likewise, Singapore-based AMOs may maintain foreign-registered aeronautical products under TA-Ms with bilateral partners.
When to apply
You should apply for approval before you provide MRO services to Singapore-registered aircraft.
What are the fees
The fees payable, e.g. application fees, are stated in the Air Navigation Order (ANO), Twelfth Schedule.
What is the processing time
Processing timelines vary by application type and are set out in IC 6/2025 Information circular on service standards for processing of aviation safety instruments related to airworthiness, flight operations and training organisations.

How to apply
Phase 1: Pre-application
Have your Quality Manager (or equivalent) meet with us to learn more about the process before applying. You may contact us using our Enquiries & Feedback Form.
Fill in and submit Form CAAS(AW)114 with details about your:
organisation
key staff
intent to apply for SAR-145.
The application should be made via the online application eSOMS instead of the (AW)114 form. However, the form should be kept as a contingency in case of prolonged system downtime. Please help to amend accordingly.
Note: CAAS will assign an officer to guide you through the application process.
Phase 2: Formal application
Fill in and submit your application on eSOMS together with the required documents listed in AC 145-20 and fees. The required documents are:
letter of application addressed to CAAS' Director of Flight Standards Division
letter of intent (from a foreign NAA, Singapore AOC or SAR-145 AMO)
SAR-145 approval application (use Form CAAS(AW)21 if eSOMS is not available)
personnel resume of accountable manager, quality assurance manager, key personnel and certifying staff (use Form CAAS(AW)22 if eSOMS is not available)
application for acceptance of certifying staff (use Form CAAS(AW)102 if eSOMS is not available)
proposed Maintenance Organisation Exposition (MOE) and Capability List (if separate from the Maintenance Organisation Exposition)

a copy of Form CAAS(AW) 95 - Authorised Release Certificate (may be illustrated in the Maintenance Organisation Exposition)
company’s facility lease agreement
company’s registration (for Singapore company, please provide ACRA or its equivalent).
company’s Safety Management System (SMS) manual. Refer to Advisory Circular AC 1-3 and AC 145-11 for detailed information on SMS for SAR-145 AMOs. For overseas applicants, please provide the SMS framework that is accepted by foreign NAAs

Note: The application process starts when CAAS receives the complete set of documents and fee payment.
Phase 3: Document evaluation
CAAS reviews your documents to ensure that your processes and procedures comply with SAR-145.
During this phase, CAAS may request clarifications and amendments to your documents.
Phase 4: Demonstration and inspection
CAAS audits your facilities to verify that your operations follow your documented processes and procedures.
Phase 5: Certification
You will be SAR-145 AMO certified once CAAS has verified that you comply with all of the requirements under SAR-145.
After certification, CAAS conducts regular inspections to ensure certificate holders continue to meet safety and regulatory standards.

What is the validity period
The validity period is stated on your certificate.
The certificate remains valid as long as you continue to comply with SAR-145.
