Certificate of qualification for FSTD
Learn about the certification required for a Flight Simulation Training Device that will be used for training purposes, and the application process.
Who must apply
Organisations that want to use a Flight Simulation Training Device (FSTD) for:
training and testing for Singapore flight crew licences
obtaining or renewing ratings linked to these licences
Organisations that want to use FSTDs for professional training and checks for:
Singapore Air Operator Certificate holders
approved training organisations
owners of Singapore-registered aircraft

When to apply
You must apply before using the FSTD for the training, tests or checks mentioned above.
As the process involves evaluation of your FSTD:
notify the Flight Standards Division of your intent to apply well in advance – at least 6 months before your desired evaluation date
submit your application at least 3 months before your desired evaluation date
Application process
What information is required
You must submit the following:
Application form: Completed CAAS(FO)71/FSTD 01 Application for Qualification and/or Approval to Use a FSTD.
Training task description: A description of the training tasks to be performed using the FSTD, mapped to the requirements for:
pilot licensing
pilot/professional qualification
rating linked to the pilot licence
training programme
Desired qualification level: State the certification level you want for your type of device (and its variations). The level must be one of the official levels listed in ICAO Doc 9625, Part I, Appendix B:
Volume I: Airplanes, 4th edition
Volume II: Helicopters, 1st edition
Training task matrix: A matrix mapping each training task (by licensing/qualification requirement) against the FSTD’s simulation features. For each feature, state the required fidelity level:

Statements
A statement that the FSTD has been thoroughly tested using a documented acceptance testing procedure, covering:
cockpit layout
all simulated aeroplane or helicopter systems
Instructor Operating Station
engineering facilities
motion, visual and other systems (as applicable)
A statement that the FSTD complies with SASP Part 11.
A statement certifying that all the Qualification Test Guide (QTG) tests for the requested qualification level were completed satisfactorily.
Test guides
A copy of the QTG used for the qualification of the FSTD.
A copy of the Master Qualification Test Guide (MQTG).
Other documents
Documentation supporting your Quality Management System and Configuration Management System.
Any other supporting documents for your application.
What are the fees
The fees payable, e.g. application fees, are stated in the Air Navigation Order (ANO), Twelfth Schedule.
What is the processing time
Complete applications take about 3 months to process. Incomplete applications may take more time.
How to apply
Notify the Flight Standards Division of your intent to apply at least 6 months before the date you want CAAS to evaluate your FSTD. An officer will guide you through the application process.
Download and complete the application form CAAS(FO)71/FSTD 01 Application for Qualification and/or Approval to Use a FSTD.
Prepare the required information (as listed above).
Submit the application form, the required information, and fees to CAAS.
Application for Initial Certificate of Qualification for FSTD
To apply, contact us. An officer will guide you through the application process.
What is the validity period
The Certificate of Qualification is valid for up to 12 months from the date stated on the certificate.
To renew, apply before the certificate expires using the same form and process.
What are the conditions
You must continue to comply with the requirements/criteria used during the qualification of the FSTD.
If you are unable to maintain continued compliance, please inform the Flight Standards Division.
CAAS may conduct special evaluations if there is reason to believe the FSTD no longer meets the requirements or criteria.
