Aircraft maintenance (personnel)
Learn about the requirements and application process to become a licensed aircraft maintenance personnel.
An Aircraft Maintenance (Personnel) Licence (AML) from CAAS is required to perform any of the following on a Singapore-registered aircraft of a particular aircraft type:
perform or supervise maintenance work
certify maintenance work
Before issuing a Maintenance Certification, you must hold a valid AML with an appropriate aircraft type rating, and must be authorised by a Singapore Airworthiness Requirements Part 145 Aircraft Maintenance Organisation (SAR-145 AMO).
Note: An individual who wishes to pursue a CAAS SAR-66 AML can enrol in a CAAS approved Maintenance Training Organisation.
Who can apply
To apply for, or convert your foreign AML, you must be:
at least 21 years old
working for, or preparing to commence employment with, a SAR‑145 Approved Maintenance Organisation
Application process
How to qualify
You must meet the requirements under Singapore Airworthiness Requirements Part 66 (SAR-66) Aircraft Maintenance Licensing.
For instance, you must:
pass the relevant exams
have the required experience as summarised in the table below:
Your status | Experience requirement |
Did not undergo SAR-147 training | The experience you need depends on the AML category you are applying for. You must have the required period of experience stated in SAR-66 (SAR 66.30). |
Completed a SAR-147 training programme | You can qualify with a shorter experience period depending on the AML category you are applying for as stated in SAR-66 (SAR 66.30). |
Holder of a valid foreign AML | You must have the required certifying experience and meet other conditions. For details, refer to SAR-66 and AC 66-10 Advisory circular on the conversion of foreign aircraft maintenance licence. |
What is the processing time
Complete applications take about 10 working days to process. Incomplete applications will be returned.
What fees are payable
The fees payable are stated in the Singapore Air Navigation Order (ANO) Twelfth Schedule.
They include:
fees for the examinations
AML application/renewal fees
fees for adding aircraft type ratings to your AML
How to book examinations
To book examinations, you must:
Obtain a CAPELS Personal Identification Number (PID) by registering for a CAPELS account.
Register for the required exams using your PID and pay the fees on the CAAS Examination Portal.
How to apply for AML
Register for an account on the Civil Aviation Personnel Licensing System (CAPELS).
Submit your application together with the fees on CAPELS.

How to add an aircraft type rating
To add an aircraft type rating to your category of AML, submit an application with the applicable fees on CAPELS.
For details, refer to AC 66-5 Advisory circular on aircraft types acceptable for endorsement on SAR-66 Aircraft Maintenance Licence.
CAAS may impose limitations on your aircraft type ratings in your CAAS AML. For details, refer to AC 66-4 Advisory circular on limitations that may be imposed on the Aircraft Maintenance Licence.

What is the validity period
AMLs are valid for up to 2 years unless suspended or revoked.
To renew your AML, submit your renewal at least 3 months before expiry on CAPELS.
To reactivate a lapsed or expired AML, refer to AC 66-11 Advisory Circular on Reissuance of an Aircraft Maintenance Licence.
