This commitment is built on strong foundations established over the years – a strong safety regime, strong safety culture, and strong safety leadership.
Key safety initiatives and efforts include:
State Safety Programme (SSP)
The SSP document articulates Singapore’s regulatory philosophy, values, and commitments to achieve our safety objectives, and guides CAAS’ safety regulatory work in:
policy and rule development
approval, licensing and certification
enforcement and surveillance
safety promotion
Through the SSP, CAAS drives a more systematic and holistic approach to safety management, integrating more predictive methodologies to better manage precursor events so that they do not become safety incidents.
This allows CAAS to continuously improve the way safety oversight is carried out to support the safe growth of the aviation industry in Singapore.

National Aviation Safety Plan (NASP)
Complementing the SSP, the NASP sets out Singapore’s safety objectives, challenges, strategic priorities, and key actions.
The NASP is a joint action plan whereby government agencies, aviation companies, and aviation personnel work together to strengthen safety outcomes, by reviewing the operating environment, identifying emerging safety risks and taking coordinated actions to address them.

human capital development

Charter for a Strong and Positive Safety Culture in Singapore
CAAS launched the first-ever Safety Charter for the Singapore aviation industry at the Aviation Safety Forum on 7 March 2022.
The Charter reflects the shared commitment of aviation leaders to uphold safety standards and strengthen safety culture in their organisations.
Close to 100 organisations across the Singapore aviation ecosystem have signed the Charter as a commitment to safety. More organisations are encouraged to come on board. To express interest, please email caas_safety_promotion@caas.gov.sg.

Handbook on Aviation Safety Culture
The Aviation Safety Culture Handbook was developed by CAAS and the Royal Netherlands Aerospace Centre (NLR), in close collaboration with industry partners, and is part of CAAS’ continuing effort to support the fostering of a positive safety culture across the aviation sector.
The handbook sets out the Singapore Aviation Safety Culture Framework, and:
explores the importance of, and how safety culture dimensions manifest in an organisation
presents a series of DO's and DON’Ts
addresses how management can play a key role in providing a psychologically safe and conducive environment for safety to flourish
highlights how individuals can take ownership of their actions and professionally conduct themselves with safety in mind

Tripartite Mental Health and Wellness Support Framework
CAAS recognises that good mental health of aviation professionals is important in anchoring overall aviation safety.
Together with airlines and unions, a tripartite framework to strengthen mental health and wellness support for pilots and air traffic controllers in Singapore was launched on 24 March 2023.
The framework is built on four key pillars:
education
peer support
intervention
collaborative programmes
This tripartite collaboration builds on CAAS’ ongoing efforts to strengthen mental health and wellness support for aviation professionals.

Aviation Safety Forum (ASF)
The Aviation Safety Forum is a cornerstone event for Singapore's aviation community, bringing together key personnel from across our ecosystem to discuss and address critical issues in aviation safety and strengthen our collective safety mindset.
CAAS Safety Series (CSS)
CAAS seeks to promote a strong safety culture and embed a robust safety framework through greater collaboration and engagement with the aviation community. The CAAS Safety Series was therefore launched in early 2011 as a platform to better engage the aviation industry on developments in safety policies and regulations, as well as to discuss the impact of new safety programmes on the industry. The Series comprises a mix of talks, workshops or seminars on topical issues related to aviation safety.
The Leading Edge (TLE)
The Leading Edge (TLE) is a CAAS publication that shares developments in aviation safety and thought leadership pieces from subject matter experts regularly with our stakeholders.
Regular meetings and dialogue sessions
CAAS engages industry stakeholders through regular meetings and dialogue sessions to facilitate the exchange of ideas and discussions on aviation safety issues, helping to strengthen mutual understanding and cooperation.
