Export certificate of airworthiness
Learn about the requirements for an Export Certificate of Airworthiness in Singapore and how to apply.
An Export Certificate of Airworthiness facilitates the transfer of an aircraft from one State’s aircraft registry to another’s.
It serves as documentary evidence that an aircraft has been maintained in an airworthy condition prior to export.
An Export Certificate of Airworthiness is not the same as a Certificate of Airworthiness and cannot be used to operate the aircraft.
Application process
When to apply
Apply when the aviation authority of the importing State requires, in regulation or in writing, an Export Certificate of Airworthiness from CAAS for the aircraft you intend to deregister and export.
CAAS does not require Singapore-registered aircraft to obtain an Export Certificate of Airworthiness upon deregistration. It is issued only when requested by the importing State's aviation authority.

A holder of an aircraft’s Certificate of Airworthiness can apply.
What are the fees
The fees payable are stated in the Air Navigation Order (ANO) Twelfth Schedule.
What is the processing time
Processing timelines vary by application type and are set out in IC 6/2025 Information circular on service standards for processing of aviation safety instruments related to airworthiness, flight operations and training organisations.
You are encouraged to engage CAAS early to discuss your Export Certificate of Airworthiness application to facilitate timely processing.
How to apply
Phase 1: Pre-application
Notify CAAS of your intention to apply for an Export Certificate of Airworthiness, and provide evidence that the importing State's aviation authority requires an Export Certificate of Airworthiness to register the aircraft.
Note: An Export Certificate of Airworthiness can only be issued when the aircraft is deregistered. For details, refer to Certificate of Deregistration
Phase 2: Formal application
Fill in and submit your application on eSOMS together with the required documents and pay the applicable fees. The required documents are:
evidence that the prospective State of Registry requires an Export Certificate of Airworthiness to register the aircraft
documents showing that the aircraft meets the requirements for a Certificate of Airworthiness
Phase 3: Document evaluation
CAAS will review the application and documents submitted. During this phase, CAAS may request clarifications from the applicant.
Phase 4: Demonstration and inspection
CAAS will inspect your aircraft to verify that it complies with the airworthiness regulations and requirements.
Note: The Export Certificate of Airworthiness should be issued within one month from the aircraft inspection date.
Phase 5: Certification
Upon approval, CAAS will notify the applicant and the Export Certificate of Airworthiness will be available in eSOMS. Each certificate includes a QR code for authenticity.
