Learn about the required permits and approvals from CAAS before providing commercial transport services or conducting aerial work as a foreign air operator in Singapore.
Air services for hire or reward
Foreign air operators that plan to carry out the following activities must meet these requirements:
transport passengers and cargo for hire or reward
technical stops for refuelling or crew change
Foreign air operators are any of the following:
operators with their principal place of business outside Singapore
operators flying foreign-registered aircraft

Operators must hold, from the state where the operator is based, either:
Air Operator Certificate (AOC) to provide public transport for hire or reward
aerial-work approval

Scheduled air services
Foreign air operators must:
meet the requirements and comply with the Air Navigation (Licensing of Air Services) Regulations
be designated as a carrier under the relevant bilateral/multilateral air services agreements (ASAs)
ensure they have the necessary traffic rights for the intended route
Ad-hoc flights operated by an airline on top of its scheduled services are also regarded as non-scheduled air services and require AT permits as well.
Non-scheduled air services
Non-scheduled air services include:
charter flights for business, cargo or medical evacuation
ad-hoc flights operated in addition to scheduled air services
Foreign operators need to obtain an Air Transport (AT) permit for each flight.
When to apply for FOP
Obtaining an FOP is a multi-step process that involves detailed reviews and approvals.
Start the process well ahead of your intended start of operations.

Obtain a Foreign Operator’s Permit (FOP)
Before you apply, ensure you meet the requirements. For details and guidance, refer to AC 129-3-1(0) Foreign Operator's Permit.
Before issuing a FOP, CAAS will conduct a risk-based evaluation which takes into account:
safety oversight by your home authority (State of Registry and/or State of the Operator)
your operational capability, such as your people, manuals, training, systems and compliance history
the safety record of the aircraft type you plan to use
the safety record of each specific aircraft you intend to operate in or out of Singapore
CAAS conducts continuous surveillance to ensure the operations of FOP holders are safe and compliant with Air Navigation (129 – Foreign Operator’s Permit) Regulations 2026 including:
ramp inspections (e.g. inspectors visit your operations to check on aircraft conditions, safety equipment, and crew licences)
Level of Confidence reviews, where CAAS reviews the overall safety performance of your operations to determine its level of confidence in your operations
Submit flight schedules
For scheduled air services, submit your proposed operating and marketing flight schedules to CAAS at least 4 weeks before each IATA season on flightSG.
You must also submit the following through flightSG:
any revisions to your schedule filings for the season
ad-hoc changes to flight schedules
flight cancellations

Note: New airlines operating at Changi Airport may contact Changi Airport Group (CAG) for key information that will help you plan your operations.
Obtain Air Transport (AT) permit
For non-scheduled air services, apply for your AT permit for each flight on flightSG.

Note: For urgent non-scheduled air services that you intend to operate within 24 hours and taking place outside office hours, inform the CAAS duty officer at +65 9833 1775 after submitting your AT permit application on flightSG.
Obtain slots approval
All flights operating to Changi Airport or Seletar Airport require slots approval before operating to Singapore.
Changi Airport
Slot Clearance Request (SCR)
Submit your SCR at least 72 hours before the flight for which the slot will be used at:

General (Aviation) Clearance Request (GCR)
For operators without a 2-letter IATA airline code, submit your GCR to csc@changiairport.com.
For urgent flights (non-scheduled, scheduled, or private) less than 24 hours from the proposed operation, you must do all of the following:
submit the SCR or GCR
inform the Airside Operations Section at:

Seletar Airport
To apply for slots at the Seletar Airport for non-scheduled and private flights, submit your flight details to the Seletar Schedules Facilitator at seletar.airside@changiairport.com.
You must do so within the submission window, defined as:
no earlier than 7 calendar days before the planned operation
no later than 1400 UTC (2200 local time) on the day before the planned operation
For urgent non-scheduled flights not submitted during the submission window, you must do all of the following:
send your flight details to seletar.airside@changiairport.com
inform the Airside Operations Section at:

Note: You should be prepared to adjust your flight as advised by the Seletar Schedules Facilitator.

Obtain Dangerous Goods Permit
To transport dangerous goods, you must be authorised by your State to carry them and comply with ICAO Technical Instructions
You must also apply for a Dangerous Goods (DG) Permit from CAAS at least 7 days before carriage.

Air operations other than public transport
To operate an aircraft for purposes other than public transport, you must obtain approval from CAAS.
For example, when you want to operate your aircraft for:
aerial surveying or mapping
aerial filming or photography
These operations are governed by specific Air Navigation Regulations (ANR) to ensure safety:
