Permit to fly within Singapore airspace
Learn about operating an aircraft within Singapore airspace using a Permit to Fly and how to apply for one.
A Permit to Fly allows an aircraft without a valid Certificate of Airworthiness to operate within Singapore airspace, subject to the conditions, limitations and validity period specified in the Permit to Fly.
An aircraft operating under a Permit to Fly shall not carry fare-paying passengers or cargo.
Operating outside Singapore’s airspace
A Permit to Fly issued by CAAS does not authorise operations in other States’ airspace. Operators must obtain the necessary permissions or clearances from the authorities of those States before the flight.
Application process
Who can apply
The application may be submitted by any one of the following:
the operator
an employee of the operator
a representative with a written delegation letter signed by the operator’s management.
What are the fees
The applicable fees are stated in the Air Navigation (91 – General Operating Rules) Regulations 2018 Second Schedule.
What is the processing time
The processing time for a Permit to Fly application is five working days. Submit your application in advance to allow sufficient time for processing and ensure that your submission is complete to avoid delays or rejection.

How to apply
Phase 1: Pre-application
Inform CAAS prior to operating an aircraft within Singapore airspace under a Permit to Fly.
Phase 2: Formal application
Fill in and submit your application on eSOMS together with the required documents. The required documents are:
owner and operator details
aircraft details
flight crew details
aircraft and engine maintenance details
insurance details
any other document or report that CAAS may require
Requirements may vary depending on the nature of the application.
Note: Aircraft details must be consistent with the official documents issued by the State of Registry.
Phase 3: Document evaluation
CAAS will review the application and documents submitted. During this phase, CAAS may request clarifications from the applicant.
Phase 4: Demonstration and inspection
CAAS may request an aircraft inspection and/or documentary evidence to ensure that the aircraft is fit for the intended flight.
Phase 5: Certification
Upon approval, CAAS will notify the applicant and the Permit to Fly will be available in eSOMS. Each Permit to Fly includes a QR code for verification of authenticity.
Note: Applications that do not demonstrate compliance with applicable regulatory requirements may be rejected.
