IDERA and CDCL - Transferring the right to deregister and export an aircraft
Learn about applying to record an IDERA or CDCL to formally transfer the right to deregister and export an aircraft to another party.
The Convention on International Interests in Mobile Equipment 2001 (Cape Town Convention) and the Protocol to the Convention on International Interests in Mobile Equipment on Matters Specific to Aircraft Equipment 2001 (Aircraft Protocol) establish an international legal framework relating to the creation, priority, and enforcement of security and leasing interests in aircraft equipment.
The International Interests in Aircraft Equipment Act 2009 and the International Interests in Aircraft Equipment Regulations 2026 enact into Singapore law the international legal rules established by the Cape Town Convention and the Aircraft Protocol.
Who can apply
Under the laws, the holder of an aircraft’s Certificate of Registration (or a person eligible to apply for a Certificate of Registration) may apply to CAAS to record an Irrevocable De-registration and Export Request Authorisation (IDERA) to transfer the right to de-register the aircraft to an “authorised party”.
The authorised party may apply to CAAS to record a Certified Designee Confirmation Letter (CDCL) to transfer the right to de-register and export the aircraft to a certified designee.

Apply to record an IDERA or a CDCL when you wish to transfer your right to deregister and export the aircraft to another party.
Irrevocable De-registration and Export Request Authorisation (IDERA)
An IDERA is a document submitted to CAAS to record an authorised party under Regulation 3 of the International Interests in Aircraft Equipment Regulations 2026 (see also Article XIII of the Aircraft Protocol).
Once CAAS records an IDERA, “the authorised party” becomes the sole person who can request the following:
deregistration of the aircraft from Singapore’s aircraft register; and
physical export of the aircraft from its current location.
Certified Designee Confirmation Letter (CDCL)
A CDCL is a document submitted to CAAS to record a certified designee, as appointed by “the authorised party” under the IDERA.
Once CAAS records a CDCL, “the certified designee” becomes the sole person who can exercise the rights of the IDERA.

The submitted IDERA and CDCL applications must follow the format in the respective forms. CAAS only records IDERAs and CDCLs for Singapore-registered aircraft.
