Foreign Pilot Licence Conversion

Learn how to convert your foreign pilot licence to a Singapore pilot licence to be able to operate a Singapore-registered aircraft.

To fly a Singapore-registered aircraft, you must convert your foreign pilot licence to a Singapore pilot licence.

Converting your foreign licence is a 2-step process. 

Step 1: Apply for an assessment 

Before you convert your licence, apply for an assessment of eligibility to convert your foreign licence.   

You must hold a valid foreign pilot licence and ensure that it remains valid from the point of application until the grant of the Singapore licence.  

For the conversion to a professional pilot licence, you will need to demonstrate the need to hold a Singapore pilot licence by providing evidence of prospective employment in a flying capacity with a: 

  • Singapore operator 

  • approved aviation training organisation  

  • flying club 


After you have been assessed as eligible for conversion, you will be issued with a set of terms requiring you to complete:  

  1. CAAS examinations 

  1. A CAAS medical assessment 

  1. A CAAS English language proficiency assessment 

  1. Flight training, if required 

  1. CAAS flight tests 


Step 2: Apply for conversion 

You must meet all the terms before applying for the grant of the Singapore pilot licence.  

The grant of the Singapore pilot licence requires a positive verification of your foreign pilot licence by the issuing authority.

How to apply for conversion 

  1. Register for the required examinations and pay the fees on the CAAS Examination Portal (opens in new tab). 

  2. Complete the following application forms and submit them on CAPELS (opens in new tab): 

  • Application for Assessment of Foreign Licence Requirements (Part I)

  • Application for Certificate of Validation (if aircraft training is required)

  • Application for a Pilot Licence through Foreign Licence Conversion (Part II)
