Singapore Strengthens Support for Global Aviation Training and Development Initiatives

Agreements signed with the International Civil Aviation Organization and North Macedonia
Singapore will step up support for global aviation training and development through the signing of two training agreements with the International Civil Aviation Organization (ICAO) and North Macedonia on 2 February 2026, respectively. These partnerships underscore Singapore’s commitment to advancing human capital development in civil aviation through training, knowledge-sharing and institutional cooperation. To date, the Singapore Aviation Academy (SAA), the training arm of the Civil Aviation Authority of Singapore (CAAS), has trained close to 170,000 aviation professionals across over 200 countries and territories.
Expanding Leadership Training with ICAO
2 Singapore and ICAO signed the Singapore-ICAO Memorandum of Understanding (MOU) on Cooperation in Leadership and Management Training – Annex 6 on the Directors-General of Civil Aviation (DGCA) Programme on Air Navigation Services (ANS). The agreement was signed by Singapore Acting Minister for Transport and Senior Minister of State for Finance, Mr Jeffrey Siow, and the President of the ICAO Council, Mr Toshiyuki Onuma at the 3rd Changi Aviation Summit.
3 As the global aviation sector enters a new phase of growth, air navigation service providers face increasing pressures to enhance capacity and efficiency, modernise systems, manage costs, and meet environmental expectations. The DGCA Programme on ANS equips Directors-General with the knowledge, skills, and competencies needed to build ANS capabilities in their respective countries. It also provides a platform for them to collaborate on international and regional ANS modernisation initiatives. The programme, to be jointly conducted by ICAO and SAA, will cover topics such as States’ aviation responsibilities, modernisation of ANS systems, safety leadership, workforce transformation, and crisis management.
4 The inaugural run will be conducted on 11 to 12 September 2026 in Kuala Lumpur, Malaysia, after the 61st Asia Pacific DGCA Conference.
Training Cooperation MOU with North Macedonia
5 The MOU with North Macedonia was signed by Mr Han Kok Juan, Director-General of CAAS and Mr Dragi Stojanoski, Director-General of the Civil Aviation Agency of Republic of North Macedonia (CAA MKD). Under the enhanced MOU, CAAS will collaborate with CAA MKD to expand customised training programmes delivered to civil aviation professionals from North Macedonia and the European region. The programmes will include on-the-job training opportunities at CAAS as well as exchanges and study visits to promote the sharing of knowledge and expertise.
6 Mr Han Kok Juan, Director-General of CAAS said, “The training partnerships with ICAO and North Macedonia reflect Singapore's unwavering commitment to strengthening global aviation capabilities through knowledge sharing and collaborative training. As the aviation industry prepares for the next phase of growth, investing in human capital development is of critical importance.
