From Tuesday, 7 April 2020, an elevated set of safe distancing measures is implemented for four weeks, as a circuit breaker, to pre-empt the trend of increasing local transmission of COVID-19 in Singapore.
All business, social, or other activities that cannot be conducted through telecommuting from home will be suspended from 7 April 2020 to 4 May 2020 (inclusive). Essential Services and their related supply chains, as well as entities that form a part of the global supply chain, are exempted from the suspension.
Entities providing essential services will need to operate with the minimum staff needed on their premises to ensure continued running of services, and must comply with the following:
• All activities that can take place through telecommuting must be done from home.
• Employers must implement safe distancing measures to reduce physical interactions by:
- Reducing the need for and duration of physical interactions;
- Staggering working hours;
- Postponing all group events; and
- Implementing shift work and/or split team arrangements.
Essential Services exempted within the aviation sector
Air traffic control, airport operations, air transport services, and runway enhancement and maintenance are essential services in the aviation sector. These essential services are exempted from the suspension of activities at workplace premises, and can continue to operate until informed otherwise.
Entities that are exempted from the suspension of activities at workplace premises, are required to submit details of your plans to operate with enhanced safe distancing measures in place at https://covid.gobusiness.gov.sg by end of 13 April 2020.

Entities that would like to be exempted from the suspension should first read the
Ministry of Trade and Industry’s (MTI) guidance document and (Annex B) Frequently Asked Questions here. Should you still wish to apply to be exempted, you may make an application at https://covid.gobusiness.gov.sg.
Suppliers and contractors providing service to the aviation sector
In addition, please ascertain whether your entity has suppliers or contractors that are needed to allow your entity to continue provision of services to the aviation sector. These suppliers and contractors will also need to register with MTI at https://covid.gobusiness.gov.sg.
