Singapore and Brazil Sign Memorandum of Understanding to Promote Civil Aviation Safety

        The Civil Aviation Authority of Singapore (CAAS) and National Civil Aviation Agency – Brazil (ANAC) have signed a Memorandum of Understanding (MOU) to enhance cooperation of regulatory oversight and strengthen in-house capabilities in all areas of aviation safety. The MOU was signed on 19 February 2024 by Mr Han Kok Juan, Director-General of CAAS, and Mr Tiago Sousa Pereira, Acting President-Director of ANAC, on the sidelines of the Changi Aviation Summit held in Singapore.

2       The MOU will facilitate the establishment of arrangements for mutual recognition and acceptance of approvals and certificates in the areas of:

(i)       airworthiness certification for mutual recognition of design and production approvals, and

          (ii)       continuing airworthiness of in-service aircraft.

3        The MOU will also strengthen in-house capabilities through exchange of expertise and information. These include:

(i)       aviation safety information sharing for safety enhancement,

(ii)      capability building and strengthening through joint workshops, and

          (iii)      training and knowledge exchange to deepen the overall competency of the training academies of both parties.

4        Mr Han Kok Juan, Director-General of CAAS, said: “The civil aviation authorities of Singapore and Brazil recognise that aviation safety co-operation is critical in strengthening the safety oversight of our respective aviation industries. The MOU with ANAC, which comes ahead of the anticipated introduction of the Embraer E190-E2 aircraft into the Singapore aircraft register in Q2 2024, will facilitate CAAS’ acceptance and validation of design certifications and production approvals by ANAC, and help streamline the approval processes for E190-E2 operations."

5        Mr Tiago Sousa Pereira, Acting President-Director of ANAC, said: “Cooperation is key in the global aviation arena and CAAS is a relevant player that ANAC is glad to partner with, as both Civil Aviation Authorities have outstanding safety records. The MOU will streamline safety oversight procedures that will benefit our industries and strengthen our friendship in many different areas, it’s a long-sought achievement.”

6        To date, CAAS has concluded similar MOUs with the Civil Aviation Administration of China, Civil Aviation Authority of New Zealand, Civil Aviation Authority of the United Kingdom of Great Britain and Northern Ireland, Civil Aviation Safety Authority, European Union Aviation Safety Agency, Federal Aviation Administration, Japan Civil Aviation Bureau, and Transport Canada Civil Aviation.
