Singapore and Canada Sign Technical Arrangement to Streamline Regulatory Processes and Reduce Compliance Cost for Aviation Companies

On 28 August 2024, the Civil Aviation Authority of Singapore (CAAS) and Transport Canada Civil Aviation (TCCA) signed a Technical Arrangement on Airworthiness Certification (TA-AC) to streamline regulatory processes and reduce compliance cost for aviation companies in the two countries. The TA-AC was signed by Mr Han Kok Juan, Director-General of CAAS, and Mr Félix Meunier, Director-General of TCCA, on the sidelines of the 14th Air Navigation Conference in Montreal, Canada.
2 The TA-AC was concluded under the ambit of the CAAS-TCCA Memorandum of Understanding (MOU) signed on 9 April 2019. The MOU seeks to strengthen the collaboration between the two civil aviation authorities in areas of mutual interest such as sharing of safety information, joint research, training and other forms of technical cooperation including airworthiness certifications.
3 Under the TA-AC, CAAS and TCCA will work together to:
(i) reduce regulatory barriers and minimise duplicative certification efforts by establishing validation and acceptance procedures to mutually recognise the design approvals of aeronautical products and articles originated in one State for operation in the other State. In addition, procedures for bilateral acceptance of production and airworthiness approvals will also be established. This will facilitate the export/import of products and articles through recognition of export Certificates of Airworthiness for aircraft, and Authorised Release Certificates for new engines, propellers and parts.
(ii) deepen cooperation to resolve in-service safety issues by sharing data to assist in the oversight of continuing airworthiness.
(iii) collaborate to provide technical assistance to each other for the design and production activities conducted in either Singapore or Canada.
4 Mr Han Kok Juan, Director-General of CAAS, said: “CAAS is honoured to sign this technical arrangement with TCCA which will help deepen collaboration between the two civil aviation authorities. The technical arrangement supports CAAS’ larger effort to streamline regulatory requirements and reduce the cost of doing business for Singapore aviation companies while maintaining the highest standards of operational safety.”
5 Mr Félix Meunier, Director-General of TCCA, said: “TCCA is honoured to strengthen our partnership with the CAAS through the completion of our first formal bilateral procedures on airworthiness certification with the CAAS. This technical arrangement not only recognises the mutual acceptance of each other’s approvals of civil aeronautical products, it also strengthens our collaboration by providing technical assistance in design and other airworthiness activities.”
