Building up a Pool of Skilled Professionals

With the anticipated growth in aviation, more aviation professionals will be needed. CAAS has put in place several initiatives to build up a pool of skilled professionals to help drive the industry.

CAAS has adopted a “life-cycle” approach to attract, develop and retain talent and manpower in the aviation industry. These include manpower development and retention programmes at all stages of the career, including pre-employment training and upskilling on the job.

SkillsFuture Initiatives for Air Transport Sector

SkillsFuture is a national effort to help Singaporeans develop and master the skills relevant to the future. Several SkillsFuture initiatives have been implemented for the air transport sector, including:

  • SkillsFuture Study Award for Air Transport

    Administered by CAAS, the SkillsFuture Study Award for the Air Transport Sector encourages Singaporeans to develop and deepen their specialist skills in aviation, maximise their potential and enhance their employability in our evolving economy.

  • SkillsFuture Earn and Learn Programme

    CAAS is working with employers, unions and WDA to develop the SkillsFuture Earn and Learn Programme (ELP) for Ground Operations Specialists and Passenger Service Agents. The ELP trainees will attend an integrated on-the-job and institution-based training programme.

    Upon completing the programme, graduates can look forward to a structured career progression with their employers. They will also be awarded industry-recognised modular certificates which can form part of a part-time diploma.

  • Scholarships
  • CAAS provides scholarships to aviation workers to support their further studies. They include:

    Aviation Horizons Scholarship (AHS)

    This scholarship is developed to meet the aspirations of aviation workers who wish to further their studies, be it a part-time/full-time diploma or degree course. CAAS will support up to 50% of the course fee (capped at $15,000) for Singaporeans with  five or less years of aviation working experience.


    Aviation Leaders Scholarship (ALS)

    This scholarship is developed to support the development of potential leaders and specialist talents, who wish to take up part-time master’s or doctoral courses. CAAS will support up to 70% of the course fee (capped at $40,000) for Singaporeans with more than five years of aviation working experience. It prepares scholars to take on management roles or to be subject matter experts in their field.
